(ii) are not designed to regulate by virtue of any authority conferred by this title [15 USCS §§ 78a et seq.] matters not related to the purposes of this title [15 USCS §§ 78a et seq.] or the administration of the association;
(C) have rules that provide that (subject to any rule or order of the Commission pursuant to section 19(g)(2) [15 USCS § 78s(g)(2)]) its members and persons associated with its members shall be appropriately disciplined for violation of any provision of the securities laws applicable to security futures products, the rules or regulations thereunder, or the rules of the association, by expulsion, suspension, limitation of activities, functions, and operations, fine, censure, being suspended or barred from being associated with a member, or any other fitting sanction; and

(B) The fee imposed under subparagraph (A) shall be reduced with respect to securities in an amount equal to any fee paid to the Commission with respect to such securities in connection with the proposed transaction under section 6(b) of the Securities Act of 1933 (15 U.S.C. 77f(b)), or the fee paid under that section [15 USCS § 77f(b)] shall be reduced in an amount equal to the fee paid to the Commission in connection with such transaction under this subsection. Where two or more companies involved in an acquisition, merger, consolidation, sale, or other disposition of substantially all the assets of a company must file such proxy material with the Commission, each shall pay a proportionate share of such fee.

(A) Inability to obtain insurance
(i) In general Notwithstanding any other provision of this subchapter, the Secretary may make a loan to a poultry farmer under this subchapter to cover the loss of a chicken house for which the farmer did not have hazard insurance at the time of the loss, if the farmer—
(I) applied for, but was unable, to obtain hazard insurance for the chicken house;
